Management Consultant,
IT Governance – Mid

We are seeking an experienced IT governance professional who can operate as a strategic thought partner, bringing insight, structure, and forward-thinking approaches to complex IT investment and decision-making environments. The ideal candidate brings experience navigating federal IT environments and applying governance practices to support effective planning, prioritization, and oversight. They are a forward-thinking, proactive leader who anticipates emerging needs and brings actionable recommendations to clients.

Responsibilities

IT Governance & Strategic Alignment

  • Implement IT governance processes that align technology investments with mission and strategic goals.
  • Plan and facilitate governance forums, including CIO-led boards and investment review groups.
  • Improve transparency, accountability, and effective decision-making across the IT portfolio.
  • Monitor and assess developments impacting IT governance, (e.g., policy changes, federal directives, shifts in internal priorities); translate insights into actionable recommendations.
  • Ensure alignment across governance domains (e.g., AI, data, cybersecurity), supporting a cohesive approach to investment oversight and decision-making.

Capital Planning & Investment Control (CPIC)

  • Provide programmatic support for CPIC activities, including IT investment planning, evaluation, and performance tracking.
  • Lead collection, intake, and analysis of IT investment ideas across the agency to inform fiscal year planning.
  • Develop business cases, budget inputs, and documentation aligned with federal requirements (e.g., OMB guidance, FITARA).
  • Monitor investment performance, risks, and compliance; support risk identification and mitigation.

Program Improvement & Innovation

  • Identify opportunities to enhance governance processes, stakeholder engagement, and investment prioritization frameworks.
  • Recommend and implement improvements to governance models, workflows, and tools, including automations and AI-enabled solutions.
  • Develop dashboards, reporting mechanisms, and metrics to improve decision-making and visibility into portfolio performance.

Stakeholder Engagement & Communications

  • Collaborate across business owners, project teams, and leadership to gather inputs, resolve issues, and drive alignment.
  • Translate complex technical and investment information into clear, actionable insights for a variety of audiences.
  • Support change management and communications efforts related to governance processes and portfolio decisions.

Qualifications, Knowledge, Skills, & Abilities

Required Qualifications

  • Bachelor’s degree in Business Administration, Information Technology, or related field.
  • Minimum of 5-7 years consulting or other relevant experience including 3+ years supporting IT governance, CPIC, IT portfolio management, or related functions. 
  • Demonstrated success operating in federal IT environments, applying governance frameworks and guidance (e.g., Clinger-Cohen Act, OMB, FITARA) to improve investment oversight and outcomes.
  • Experience supporting governance boards, investment reviews, or executive-level decision forums.
  • Demonstrated ability to define performance metrics and develop dashboards or reporting that improve transparency and decision-making.
  • Proficiency with project and portfolio management tools or governance tracking systems.
  • Ability to independently assess needs, prioritize work, and develop actionable recommendations.
  • Strong analytical and strategic thinking skills, with attention to detail.
  • Proven ability to collaborate across cross-functional teams in a fast-paced environment.
  • Exceptional communication skills (written and verbal).
  • Advanced proficiency in Microsoft Office Suite.
  • Strong leadership and team management skills.

Preferred Qualifications (Nice to Have)

  • Experience implementing automations, workflow optimizations, or AI-enabled solutions to improve governance and business processes.
  • Familiarity with emerging technology governance domains (e.g., AI, data, cybersecurity).
  • Knowledge of Agile, product management, or modern IT delivery practice.
  • Relevant certifications (e.g., PMP, FAC-PPM, ITIL, Prosci).

Clearance

  • Applicants selected will be subject to a badging process and must be able to meet eligibility requirements for a public trust clearance.

Location

  • Remote with occasional in-person meetings in the DC Metro Area.
